Thomas S. Maddock, Chairman of the Board of Directors of Boyle Engineering Corporation of Newport Beach, California, graduated with honors with a degree in civil engineering from Virginia Tech in 1950. Before joining Boyle in 1957, Tom Maddock earned an M.S. in civil engineering from the Massachusetts Institute of Technology, served three years of active duty with the U.S. Navy's Civil Engineer Corps in the Philippines and California, and completed an M.B.A. at Stanford University's Graduate School of Business.



Mr. Maddock began his career with Boyle as a project engineer in Bakersfield, California. He is a registered engineer in 18 states, and has been a consulting engineer for preparation of feasibility studies and master plans that have supported financing and successful implementation of more than $500 million of water resources projects in the U.S. and internationally. Working his way through the ranks as Vice President and President, Mr. Maddock became Chairman and CEO of Boyle in 1989 and Chairman of the Board in 1993. Boyle has operations in 10 states and is ranked among the top 100 design firms in the U.S. by Engineering News-Record.



A Fellow and past Vice-President of the Society of American Military Engineers, he was awarded that society's Moreell Medal in 1985. An Honorary Member of the American Society of Civil Engineers (ASCE), Mr. Maddock has served as President of the Los Angeles Section and Chairman of the California State Council. In 1992, he received ASCE's national Parcel-Sverdrup Civil Engineering Management Award.



Also in 1992, Mr. Maddock was named "Engineer of the Year" by both the Orange County Engineering Council and the Los Angeles Institute for the Advancement of Engineering, which also presented him with its highest honor, the George Washington Award. In 1993, he was elected to the National Academy of Engineering in recognition of his accomplishments in the field of water resources.



In 1994, California Governor Pete Wilson appointed him to the Western States Water Council, a part of the Western Governors Association. Governor Wilson and the Secretary of the Interior called on Mr. Maddock again in 1995, asking him to serve as a member of the Bay-Delta Advisory Council for the CALFED Program, which is developing a long-range plan to clean up the Bay-Delta Estuary.



Mr. Maddock is an active member of several professional organizations, including the American Consulting Engineers Council, Consulting Engineers Association of California, American Water Resources Association, and National Society of Professional Engineers. He is on the Board of Directors of the California Chamber of Commerce and serves as Chairman of the Water Resources Committee. He also is a member of the National Water Research Institute's Advisory Board and of the Board of the Water Education Foundation. An active Virginia Tech alumnus, he is a member of the College of Engineering Committee of 100.



Mr. Maddock holds the rank of Rear Admiral, Civil Engineers Corps, U.S. Naval Reserve. In 1985, after 33 of active and reserve service, he retired as Commander of the 18,000-man Reserve Naval Construction Force. His decorations include two Legion of Merit Awards, Meritorious Service Award, and the Navy Commendation Medal.



Tom Maddock and his wife, Caroline, a former member of the Department of the Interior's Public Lands Advisory Council, reside in Newport Beach.
