Robert S. Miller, III, P.E., FNSPE,
1967 B.S. Civil Engineering

Bob Miller’s 40 year career in the “Science of Civil Engineering” has encompassed management, teaching, design, study, planning, construction, and expert witness testimony. His professional history includes projects in forensic engineering, land planning and site development, structural systems, water supply and distribution, sanitary sewage treatment and collection, stormwater management and collection, traffic and transportation engineering, waterfront facilities, dredging projects, environmental permitting, and pavement design of highways, parking areas, and airfields.



Mr. Miller has worked on projects for the federal government at military installations throughout the eastern United States as well as Cuba, Panama, Bermuda, the Azores (Portugal), Argentina (Newfoundland), and Puerto Rico.



In the private sector, Mr. Miller’s experience includes projects ranging from a distribution center with more than a million square feet to single family subdivisions with over a thousand homes. Industrial projects have included pier and berthing facilities for naval vessels and chemical plant expansions.



As a student at Virginia Tech, Mr. Miller was a proud member of I Company “VTCC”. Upon graduation he was commissioned a 2nd Lieutenant in the U.S. Army, and taught Officer Candidate School at Ft. Belvoir for 10 months before receiving orders to Vietnam. He served with the 29th Civil Affairs Company with the 1st Marine Division. Upon his return to Virginia, he worked for 2 years as a Civil Engineer in the City Engineer’s office in Portsmouth, Va. The following 2 years he worked with John Flora and Associates, designing land development projects throughout Virginia. In 1973, he founded the company that has become MSA, P.C. He currently serves as president and CEO.



Mr. Miller has been active in the engineering community, holding the offices of president and treasurer in the National Society of Professional Engineers (NSPE), vice president in NSPE Professional Engineers in Private Practice (PEPP), and serving on various NSPE task forces and committees. He currently serves as president of the NSPE Education Foundation and on the board of the national MATHCOUNTS organization. He is an active member of both the Virginia Society of Professional Engineers (VSPE) and the tidewater Chapter of VSPE. He is the recipient of the 1998 NSPE Outstanding Service Award, 2003 NSPE/PEPP Award of Merit, and is a three-time recipient of the VSPE Engineer of the Year. In addition, he is a member of the American Society of Civil Engineers, the Society of American Military Engineers, and the National Academy of Forensic Engineers.



Mr. Miller’s dedication to his alma mater is reflected in his participation on the President’s Council and the College of Engineering’s Committee of 100.



His community leadership includes president (2004) and treasurer (2001) of Virginia Beach Vision, president of the Virginia Beach Special Olympics from 1983 to present, member of the Pembroke Kiwanis Club, and elder of Calvary Presbyterian Church in Norfolk, among others. He also served on the City of Virginia Beach Planning Commission from 1996 to 2005.



Bob and Sharon have a daughter Michelle, her husband Brian, and grandchildren Casey and Madison; sons Bobby and Jeremy; son Rob and his wife Tiffany; and daughter Amanda.
