Frank R. Palmer, IV,
1979 B.S. Civil Engineering

Frank R. Palmer, IV, graduated from Virginia Tech’s civil engineering department with a B.S. in 1979. In addition, he holds an M.S. in administrative science from Johns Hopkins University. He has excelled in his career as a construction professional and in his service to the community and to Virginia Tech.



Mr. Palmer is a senior vice president with The Whiting-Turner Contracting Company, currently ranked fifth in domestic general building by Engineering News Record (ENR). He oversees a division of 243 engineers and managers building over $600 million in projects annually. He has 30 years of construction experience, all with Whiting-Turner. While the breadth of his expertise spans retail, office/headquarters, museums, data centers, and senior living facilities, it is through his leadership that Whiting-Turner is currently ranked seventh in healthcare by ENR.



Throughout his career, Mr. Palmer has been recognized as a leader in the construction industry and an exceptional teacher. He has served as a member of the Greater Baltimore Committee and has completed its Leadership Program. He has also served as an adjunct faculty member at the Catonsville Community College and in the Johns Hopkins University College of Engineering’s Department of Civil Engineering and the Engineering Program for Professionals.



He has been an active member of the American Society of Healthcare Engineers on a national and local level. Mr. Palmer works tirelessly for the community as a member of many organizations including the Salvation Army Advisory Board, the Chesapeake LifeBoard of the American Red Cross, St. Joseph Medical Center, Greater Baltimore Medical Center, College of Notre Dame and the Golfers’ Charitable Association. He has received numerous awards for his contributions, including the Hampshire Award for distinguished service to the Golfers’ Charitable Association.



Mr. Palmer is a dedicated Hokie and a proud supporter of Virginia Tech. He is a past member of the CEE Alumni Advisory Board, and has been instrumental in Whiting-Turner’s support of the Myers Lawson School of Construction. One of the many roles he fulfills at Whiting-Turner is coordinator of all company recruiting efforts at universities across the country. His efforts have allowed the company to hire more students from Virginia Tech than from any other university.



Mr. Palmer is married to Nancy and they have two daughters, Elizabeth and Morgan.
