H.D. Campbell, Jr. has been an outstanding and devoted professional civil engineer actively engaged in making the world a better place for more than 40 years. From his early beginnings as a teenager working with his dad on large road building projects with one of the largest construction contractors in Virginia, to detailing steel for a vast array of bridges on the Florida Turnpike System, he learned the significance of paying close attention to the details of every project.

He is presently the chief executive officer at Campbell and Paris Engineers; a member of the National Society of Professional Engineers and the American Society of Civil Engineers; past president and current member of Airport Consultants Council; corporate member of the American Association of Airport Executives – Northwest, Northeast, and Southeast Chapter; and a corporate member of Airport Council International, North America. Mr. Campbell received a B.S. degree in civil engineering from Virginia Tech in 1969. After graduating, he served as project and resident engineer on numerous surface transportation and airport development projects throughout the southeast United States and South America. Most notably, he was one of the youngest project managers and resident engineers ever approved by the National Aeronautics and Space Administration (NASA) for the Construction Management and Government Acceptance Services for the Space Shuttle Landing Facility at the Kennedy Space Center in Florida.

He is a recognized expert in airport planning, design, and construction management with forty years of experience as a consulting engineer on projects throughout the U.S. and abroad, with a special emphasis on pavement design. He has managed hundreds of major transportation development projects with total construction values of a billion dollars. As a 1982 founding principal in Campbell & Paris Engineers, his primary corporate responsibility is the overall management of the firm but also includes the technical direction of transportation planning, pavement evaluation and design, civil and military airport infrastructure design, fueling systems, the preparation of contract documents, overall construction management services, and project quality control.

Mr. Campbell served as president of the Bull Run Chapter of the Virginia Society of Professional Engineers and as vice president and board member for the Virginia Society of Professional Engineers. He has also served on many committees of the National Academies Transportation Research Board Cooperative Research Programs.
