Anne M. Ellis,

Vice President of Market Access for Earth Tech Inc.’s Consulting and Engineering Division

Anne M. Ellis, P.E., vice president of Market Access for Earth Tech Inc.’s Consulting and Engineering Division, addresses strategic business initiatives that ultimately affect business success. Additionally, she serves as the company’s congressional liaison to federal and state legislatures. Earth Tech Inc. is a global provider of consulting, engineering and construction services for the international water/wastewater, environmental, transportation and facilities markets serving commercial, industrial and government clients worldwide. Throughout its 36-year history, the company has made important contributions to the infrastructure development, defense systems, environmental stewardship, security, and quality of life for cities, states and countries around the world.



Ms. Ellis has 26 years of experience in market access and development, strategic business analysis and structural engineering. At Earth Tech, Ms. Ellis has identified and overseen numerous business process improvements ultimately saving the company millions of dollars. For Earth Tech’s parent company, Tyco International, Ms. Ellis established a corporate state government relations program, a linkage between legislatures in 50 states and Tyco’s portfolio of electronics, healthcare, fire and security and engineered product companies. Prior to joining Earth Tech, Ms. Ellis represented the concrete and cement industries first at the National Ready

Mixed Concrete Association and then at the Portland Cement Association. On behalf of these industries, she advocated for technical guidelines incorporated into landmark legislation offering tax incentives for developers and builders of “green” buildings. She represented the industries in the

development of construction trade and supervisor training and certification programs, now standard in master specifications with hundreds of thousands certified. As project manager of structural

engineering projects with several major design firms in the East, Ms. Ellis has participated in the design and construction of numerous corporate headquarters, hospitals, and casinos including Trump Marina, Donald Trump’s second casino. And, while her children were pre-school age, Ms. Ellis was an engineering instructor, preparing hundreds of engineers for the FE and PE exams.



Since May 2002, Ms. Ellis has served on the Environmental Technologies Trade Advisory Committee by appointment of the U.S. Secretary of Commerce. She is a board member of the recently chartered Women in Water. At Virginia Tech, Ms. Ellis recently completed terms on the College of Engineering Advisory Board, the Alexandria Research Institute Advisory Board, and the Civil and Environmental Engineering Advisory Board including a term as chair. In 2000, the College of Engineering honored her with an appointment to the Committee of 100. Formerly, Ms. Ellis served on the board of the Tilt-up Concrete Association and the Board of Governors of the Washington Building Congress.



In April 2003, Ms. Ellis was elected to the Board of Direction of the American Concrete Institute. In addition, she serves on two board committees, sustainable design and as the chair of marketing. Previously, she has served on the ACI Committee 375-Performance-Based Design of Concrete Buildings for Wind Loads, Committee 332-Residential Concrete Work, Committee 551-Tilt-Up Concrete Construction, and Committee 650-Tilt-Up Constructor Certification.



Ms. Ellis received a B.S. in civil engineering from Virginia Tech in 1980 and has been a professional engineer in Virginia since 1984. She is trained as a six sigma green belt. She resides in Vienna, Va. with her three children. Her son, Jake, is a student at Virginia Tech.
