Job Description :
Under general direction of the City Engineer, the purpose of the position is to perform professional
engineering work, including, but not limited to, reviewing and coordinating of development activities,
administering the City’s Qualifying Local Program (QLP), inspecting stormwater control measures, and
assisting with the management of the City’s Municipal Separate Storm Sewer System program
requirements. Employees in this classification perform at a professional level and are accountable for
management of projects in compliance with all applicable City/State/Federal codes and regulations and
according to all acceptable engineering practices. Employee works with a high degree of independence
and initiative, and may confer with the City Engineer on matters involving unusual planning,
development, or construction issues. Other essential job functions include: ensures development and
construction is in compliance with all applicable City/State/Federal codes and regulations and according
to all acceptable engineering practices; performs field inspection of development projects to ensure
compliance with construction documents as well as applicable City standards; prepares cost estimates
for development and municipal projects; performs highly complex engineering and design work of the
City’s public infrastructure projects; develops, administers, and enforces policies, rules and regulations of
public infrastructure for all existing, proposed improvements, and new construction; effectively
communicates technical information and interpretation to the general public, business owners,
developers, permitting agencies, consultants, contractors, and other City staff; researches, prepares
reports, drafts specifications, and presents recommendations for special City construction and
improvement projects; and performs related duties as assigned.
Candidate Requirements :
Bachelor’s Degree in Civil Engineering from an accredited college or university with major work in Civil
Engineering or related field; possession of Engineer Intern Certificate or ability to obtain within 1 year,
supplemented by at least three (3) years responsible technical experience in Engineering. Must be
skilled in the use of civil engineering instruments and equipment including computers. Must possess or
be able to obtain certification in Tennessee’s Level 1 and Level 2 Erosion Prevention and Sediment
Control (EPSC) Training Program. Must have the ability to frequently stand for extended periods of time
as construction activity requires and have the ability to frequently lift or move up to 30 pounds and
occasionally over 30 pounds. Field work outdoors includes exposure to environmental elements such as
humidity, dust, noise, and various temperatures. The use of personal protective equipment is required
and provided by the City. Must possess and maintain a valid driver’s license.
